The Pacifying Police Unit (also translated as Police Pacification Unit), abbreviated UPP, is a law enforcement and social services program pioneered in the state of Rio de Janeiro, Brazil, which aims to reclaim territories, most commonly favelas, controlled by gangs of drug dealers.
