Much has already been done in this direction, as is shown by the many politico-military provinces existing in this island; but we should not stop in this island of progress; and in order to carry forward and consummate the complete subjugation of the extensive districts not yet subdued, troops must be detailed,—not in very large numbers, but still in [ 386 ] numbers sufficiently large to affect appreciably the service, equally necessary in other regions of the archipelago.
